Charter of the Political Council
Civil government and policy, and the one body that directs the Army without commanding it
The Political Council is the Empire's civil government. It makes policy, hears the Empire's business in session, and directs the Army in the Empire's name without holding a command in it. It is not affiliated to the Cyrannus Army and does not answer through it. It answers to the throne, which appoints its Cyrrarch and may dissolve a session.
What the Council does
- 01Makes policy. What the Empire's ground is for, how its districts are run, what the Army is asked to hold and to leave. Written as a directive, passed in session, carried to the Supreme Commander.
- 02Hears the Empire's business.A division's report, a complaint from a district, a proposal from a member. In session, on the record, with an answer.
- 03Directs the Army.A directive passed in session tells the Army what to do; the Army's command decides how. The Council never commands a formation, names an officer to a post, or overrides an order in the field.
- 04Advises the throne. The Cyrrarch speaks for the Council to the throne, and carries the throne's answer back.
What the Council may not do
- 01Command.A Councilor on the ground is a civilian to the Army and the Military Police, and is escorted, not obeyed.
- 02Punish.Sanctions are the moderation team's; discipline is a division's. The Council may censure, in session, on the record, and that is all.
- 03Direct the Crownguard, the Directorate or the moderation team. The throne's safety, the Directorate's work and the regulations' enforcement are not the Council's to direct. It may ask; it may not require.
- 04Break the regulations by directive.A directive that would is void, and the Supreme Commander refuses it and reports it to the throne.
How it is made up
Councilors and Delegates sit; Senior Councilors chair; the Cyrrarch presides. Loyalists attend and speak when called; Aides serve the Council and do not speak in session. A Delegate is a seated member who also speaks for a division or a district and carries its business to the Council. The Cyrrarch is appointed by the throne. Every other grade is set by the Council's own command from the site, as in any division.
